What does regulated, non-regulated mean?
Criteria Non-regulated professions Reglementierte Berufe
What is what? Non-regulated professions are jobs for which the legislator does not prescribe specific legal requirements or licenses. This means that anyone can work in these professions, regardless of a specific qualification or formal recognition. Regulated professions are jobs for which the legislator prescribes certain qualifications. In order to work in a regulated profession, individuals must meet certain requirements and often obtain a state authorization, license, or permit.
Admission requirements Formally, no special qualifications are required to practice the profession. In practice, however, employers often require training or professional qualifications, but this is not legally mandatory. In general, formal education, university degrees, or specialized further education are required. Additionally, a state examination or a professional license or permit must usually be obtained.
Example Professions in areas such as trade (e.g. retail salesperson), IT (e.g. software developer), arts and culture (e.g. photographer), and trades (e.g. carpenter, as long as there is no master craftsman's requirement). Medical professions (e.g. doctor, dentist, pharmacist), legal professions (e.g. lawyer, notary), educational professions (e.g. teacher), technical professions in construction (e.g. architect), and some health professions (e.g. nursing, physiotherapist).
Characteristics There is more flexibility as there are no formal entry restrictions. This facilitates entry into the profession as no official examinations or recognitions are required. Regulations serve to protect the public, as these professions carry special responsibilities or concern public safety and health.

Requirements:

For the costs to be covered, the measure must be classified by the Employment Agency or Job Center as necessary for the labor market. The measure must be offered by an accredited provider, and the AVGS should be approved in advance.

It is recommended to gather detailed information in advance from the responsible agency to clarify which specific measures and costs can be covered.
